# The U.S. “Campaign of Interference and Destabilization” in Brazil's Election

As Brazilians head to the polls on Sunday, October 4, to choose their next president, U.S. interference could [determine](https://www.nytimes.com/2026/09/28/world/americas/brazil-election-bolsonaro-president-trump.html?ref=importantcontext.news) the results. Incumbent Lula da Silva will go head to head with Flávio Bolsonaro, son of former president Jair Bolsonaro—both staunch Trump allies. 

A report from the Brazilian Intelligence Agency classified the risk of U.S. interference in the elections as [critical](https://www.cnnbrasil.com.br/blogs/caio-junqueira/eleicoes/governo-ve-interferencia-dos-eua-em-eleicao-brasileira-por-quatro-frentes/?ref=importantcontext.news). According to the agency, Washington seeks to [undermine Silva](https://www.bbc.com/portuguese/articles/c6pvewvn2j79o?ref=importantcontext.news), whom it sees as an obstacle to Trump's hegemonic ambitions in Latin America.

In a [letter](https://static1.squarespace.com/static/61b7a607abe2b45e18150232/t/6ab571dab719bb17973ace57/1790276058851/Rep.+Ramirez+Letter+to+Sec.+Rubio+on+Brazil+Elections.pdf?ref=importantcontext.news) to Secretary of State Marco Rubio, 31 members of Congress expressed “grave concern” over “a sustained, multifaceted campaign of interference and destabilization” in the country. They asked whether the Republican administration will “commit to respecting Brazil’s electoral process, which is widely regarded as one of the most secure and reliable in the world”. 

“American interference in Brazil’s electoral process has been a reality since July 2025, when Trump imposed higher tariffs on Brazilian products,” political scientist Octavio Amorim Neto [said in an interview](https://valorinternational.globo.com/politics/news/2026/09/30/us-interference-in-brazilian-elections-is-alarming-fgv-professor-says.ghtml?ref=importantcontext.news). Trump conditioned the lowering of the [50% tariffs](https://www.bbc.com/news/articles/c784ee81y4zo?ref=importantcontext.news) on the end of what he called a “witch hunt” against Jair Bolsonaro. 

At the time, Brazil's former president was on trial for his involvement in an [attempted coup](https://www.washingtonpost.com/world/2025/09/11/bolsonaro-convicted-election-plot-assassinations/?utm&ref=importantcontext.news) that included the assassination of Silva and his vice-president. Bolsonaro was sentenced to 27 years in prison and was [barred from running for office](https://apnews.com/article/brazil-bolsonaro-ineligible-court-ruling-vote-99dee0fe4b529019ccbb65c9636a9045?ref=importantcontext.news) until 2030\. 

Tensions escalated last July, when two senior State Department officials had their [Brazilian visas denied](https://www.washingtonpost.com/world/2026/07/24/us-sending-envoys-question-brazilian-electoral-system-officials-say/?utm%5Fsource=chatgpt.com). Their mission was to “cast doubt on the integrity of the country’s voting system, considered by many experts to be among the most reliable in the world,” said the letter to Rubio. 

In August, the hostilities escalated even further after the Trump administration designated Brazil’s two largest drug gangs as [foreign terrorist organizations](https://apnews.com/article/brazil-pcc-comando-vermelho-foreign-terrorist-organizations-trump-68fe261fa5ab6980864405345970f68f?ref=importantcontext.news) a mere 24 hours after Flávio Bolsonaro, who advocated for the move, visited Washington. 

Brazilian journalist and researcher [Raphael Tsavkko Garcia wrote](https://www.aljazeera.com/opinions/2026/8/13/the-us-is-now-using-the-terrorist-label-to-interfere-in-brazils-election?ref=importantcontext.news) that the label reinforced a narrative that Silva is “aligned with criminal organisations or unwilling to confront them” — a claim that requires no proof and isonly meant to “create a climate of suspicion that can be weaponised domestically and used to justify greater U.S. involvement in Brazil.”

### **Trump of the tropics 2.0**

The Trump-Bolsonaro alliance goes back years. When Donald Trump was pushing the anti-malarial drug hydroxychloroquine as a supposed pandemic quick-fix, Jair Bolsonaro [joined](https://americansunlight.substack.com/p/how-maga-used-problematic-research?r=ev8g&utm%5Fmedium=ios) in the push. But Washington's support of his son goes beyond ideological alignment. A win for the right-wing candidate would give the U.S.access to the world's [second-largest reserves](https://restofworld.org/2025/china-rare-earth-export-curb-brazil/?utm&ref=importantcontext.news) of rare earth materials. 

During the Conservative Political Action Conference in Dallas last March, the younger Bolsonaro spelled it out when he declared that “[Brazil is the solution](https://www.techpolicy.press/how-a-brazilian-governor-turned-rare-earths-into-a-campaign-and-washington-into-a-partner/?utm%5Fsource=chatgpt.com) for the United States to no longer depend on China for rare earths and critical minerals.”

It has been alleged that his campaign [received](https://www.cnnbrasil.com.br/blogs/caio-junqueira/eleicoes/governo-ve-interferencia-dos-eua-em-eleicao-brasileira-por-quatro-frentes/?ref=importantcontext.news) funds from JD Vance's RockBridge Network investment fund, which would constitute a violation of Brazilian electoral lawsforbidding any foreign financing. Silva's Workers’ Party has [filed a petition](https://www.brasildefato.com.br/2026/09/23/depois-de-lula-renan-santos-tambem-alerta-sobre-risco-de-interferencia-dos-eua-nas-eleicoes-do-brasil/?ref=importantcontext.news) with Brazil’s Supreme Federal Court for a formal investigation. 

Bolsonaro's team denies having any relationship with the network. 

Yet, a document obtained by [Intercept Brasil](https://www.intercept.com.br/2026/09/29/rede-rockbridge-operacao-brasil/?ref=importantcontext.news) revealed a business plan for the “Rockbridge Network Brasil” project, which foresaw “using private resources to finance political infrastructure and strengthen conservative groups, a structure that the material says could benefit Flavio both ‘as a campaign tool’ and ‘as a governing platform.’” 

Another leaked file, entitled “[Prosperity Partnership](https://amadomundo.com/documento-eua-terras-raras-governo-flavio-bolsonaro/?ref=importantcontext.news)”, further connects the candidate to Rockbridge. The document, authored by André Marinho, one of the candidate's allies who is a champion of creating a chapter of the network in Brazil, laid out a plan for a Brazil-U.S. partnership to explore rare earths and critical minerals under his potential presidency. 

The author denied any relation with h campaign, although the presentation's cover bears the words the words “Flávio Bolsonaro | 2026 Campaign” and all other pages feature the candidate's logo. 

### **Which history will repeat itself?**

### 

Historically, the U.S. has played a major role in Brazil’s politics. In 1964, it was U.S.[ support](https://www.brasildefato.com.br/2024/04/01/understand-the-us-participation-in-the-military-coup-of-1964-in-brazil-and-what-may-still-be-revealed/?ref=importantcontext.news) that enabled the military coup d’état that led to 20 years of brutal dictatorship—a period both Flávio and Jair Bolsonaro glorify as Brazil's golden age.

Most recently, in 2022, the last time Silva ran against a Bolsonaro, it went the other way: The U.S. under President Joe Biden was [the first to acknowledge](https://www.bbc.com/portuguese/articles/c6pvewvn2j79o?ref=importantcontext.news) the election's result. In the months prior, the White House had sent a clear message [against casting doubt](https://www.euronews.com/2022/05/06/uk-brazil-election-usa-exclusive?utm&ref=importantcontext.news) on the country's voting system, something crucial for [keeping Brazilian armed forces in check](https://www.washingtonpost.com/world/2023/02/10/biden-lula-ideological-brazil-allies-trump-bolsonaro-relationship/?utm&ref=importantcontext.news) after the loser called fraud and demanded military intervention. 

Former White House National Security Council’s director Nick Zimmerman [told](https://www1.folha.uol.com.br/poder/2026/10/ex-assessor-da-casa-branca-ve-risco-de-trump-nao-reconhecer-resultado-de-eleicao-se-lula-vencer.shtml?ref=importantcontext.news) *Folha de São Paulo* that bilateral relations between the two countries are at their lowest point since 1964\. Zimmerman believes there's a real possibility Trump may refuse to recognize a narrow Lula victory, and that this interference in the Brazilian elections has no parallel in recent U.S. history.

In their letter to Rubio, the members of Congress wrote that “The contrast with the United States’ approach during Brazil's previous presidential election could not be clearer.” With the looming threat that the Trump administration won't “oppose any effort to block or overturn the will of Brazilian voters,” Silva has reaffirmed Brazil's sovereignty and publicly told the U.S. president [not to meddle](https://www.aljazeera.com/news/2026/6/17/dont-meddle-lula-calls-on-trump-to-stay-out-of-brazils-elections?utm%5Fsource=chatgpt.com) in the elections. 

Until the results are in, one question from the congressional report remains: “Will the Administration commit to recognizing the certified outcome of Brazil's 2026 democratic elections and to upholding standard diplomatic relations with whichever candidate is legitimately chosen by the Brazilian electorate?”
